Even though the disputes Stephen Harner and I have over Chinese international conduct and the outlook for a Pax Sinica can only be described "volcanic," Mr. Harner was incredibly kind to me the other day, mentioning my East Asia Forum post in his latest essay for Forbes. (Link)
As one example of my differences with Mr. Harner's assertions, I cannot see how Japan's national interest would be served by its joining in the Asian Infrastructure Investment Bank. I do know that Japan's interest is served by not closing the door on Japan's participation at some later date, which Chief Cabinet Secretary Suga Yoshihide has done by saying that "Japan has no plans to participate at the present time." Oh, maybe participate, someday. Just not today.
