I suspect he had some assistance. The author of "detailed programmatic specificity" has not always been so erudite.
Mind you, it is the written and not spoken word so perhaps it is all Rudd.
"Fair shake of the sauce bottle", as he might say.
Perhaps lucid would have been a better term.
Rudd is nothing if not erudite.
