I think that DPJ needs to establish new mechanism to decide the party's will unless they change the rule of the Diet. <br />The work flow represents the new mechanism, and I suppose that the mechanism itself may not be blamed. The problem that DPJ faces is to discipline rank and file members and ZOKU members, who are not in the executive of DPJ. I think if the goal was to pull right back from the idea of a "National Strategy" disposition then Maehara would be a very curious choice considering leading up to the DPJ election and including in his election day speech he mainly focused on administrative and strategy reform. Maybe this is the stealth version. <br /><br />By the way, as your expertise is much longer than mine, I assume that the old LDP PRC 門部, being full of MPs, often had direct contact with related ministry officials well before the responsible minister did, hence a lack of cabinet/parliamentary leadership.
