The answer to the first is clearly a no, but despite you wishing it wasn't so, the answer to the second is actually a yes. Barring something very weird, it will be passed in the summer of 2014. The reason for submitting it last week, when there was no possibility of it being passed in that Diet session was so that when it's resubmitted in January, it will have been in the public eye that bit longer and will have jumped one place in the queue.
